In SWAT 2, Sierra changed the formula once again, creating a police tactical simulation in the action strategy mold. This time around, players could choose to play as SWAT or as members of a terrorist organization, each with unique goals and playing styles.

Many of the game's scenarios were modeled after actual police call-ups such as the 1996 North Hollywood Bank of America robbery recreated in SWAT Mission #5. Chief Gates returns to provide specific hints concerning entry, element deployment, commands, and use of weapons.
